The Fourth Amendment permits e-commerce entities to operate an inventory-based model exclusively for exporting goods or products manufactured or produced in India, subject to the Foreign Trade Policy 2023, Handbook of Procedures, and applicable FEMA export regulations. For such permitted e-commerce exports, the existing B2C and inventory-based model restrictions under Serial Numbers 15.2.1 to 15.2.4 will not apply.
